HubiCare

Licensing

Built for the inspection, with chapter 142H already inside.

Minnesota's center rules move from Rule 3 to chapter 142H on July 1, 2027. HubiCare stores both as dated rule packs and follows the one in force on each day, so ratios, training hours and the new daily duties switch without anyone changing a setting.

The director's Today board: who is here by room, live ratios and what needs attention. Invented names.

What you get

What the compliance center covers

  • Ratios and group sizes

Live ratios by room against the pack for the site's license type, including nap-time rules and who counts toward the ratio, with alerts on a breach.

  • Training and background studies

First aid, CPR, SUID, abusive head trauma and in-service hours with first-year proration; background study dates; what is due and overdue.

  • Records that are signed and locked

Incident reports, medication logs against a signed authorization, drills and checklists carry a timestamp and a fingerprint and cannot be edited after signing.

  • Chapter 142H daily duties

Classroom rosters, name-to-face checks, infant nap checks every 15 minutes, field trip and walk permissions, who is in charge today, and the substitute and volunteer log.

How it works

What a licensing visit looks like

  1. Pick the dates

The inspection packet gathers attendance, ratios, training, incidents, medications, drills and checklists for the range the licensor asks about.

  2. Share a read-only link

An inspector link shows one site, is read-only, expires, and logs every view, so nothing is emailed around.

  3. Record the outcome

Correction orders and license orders are kept per site with their deadlines and posting periods, and the video camera duty when it applies.

Questions

Questions about compliance

What changes on July 1, 2027?
Chapter 142H replaces Rule 3 for centers: in-service hours become 20 and 10, nap-time ratio doubling is allowed within limits, and daily duties such as classroom rosters and nap checks apply. HubiCare's 142H pack takes over on that day.
Does HubiCare give legal advice?
No. The rule packs are checked against the Revisor's text and DCYF's notices, with the source and the date on each pack. Your licensor's reading governs.
Can I see the rule a number comes from?
Yes. Each rule pack lists its sources, such as Minn. R. 9503.0040 or Laws 2026 ch. 127 art. 12, and the date it was checked.
